Secretary General

The Chamber has a Secretary General, who is elected by the Assembly upon the proposal of the President of the Chamber. The Secretary General is accountable to the Assembly and the President of the Chamber for their work.

The Secretary General is elected for a four-year term and may be re-elected.

The Secretary General:

  • Represents the Chamber in property-related and other legal affairs;

  • Ensures the implementation of the Chamber’s Financial Plan;

  • Organizes and supervises the performance of administrative and technical tasks in the Chamber and takes measures to improve those functions;

  • Oversees the organization of meetings of the Chamber’s governing bodies and the execution of their decisions;

  • Grants power of attorney for representing the Chamber before courts and other authorities and organizations;

  • Issues decisions on forming expert working groups, commissions, and other bodies for the preparation of decisions, reports, and information;

  • Issues decisions on the performance of other expert, operational, and technical tasks;

  • Performs other duties delegated by the President of the Chamber.


The Secretary General of the Chamber of Economy of Montenegro is Mitar Bajčeta.

Mitar Bajčeta was born in 1975 in Nikšić, where he completed his primary and secondary education. He graduated from the Faculty of Law in Novi Sad.

He began his professional career as a professor of commercial law at the Secondary School of Economics and Hospitality in Nikšić.

In 2003, he joined the Ministry of Finance, where he worked in the field of tax and customs policy.

As the head of the Montenegrin delegation, he participated in negotiating agreements on the avoidance of double taxation with several European countries.

He also served as the head of Montenegro’s negotiating team for Chapter 29 (Customs Union) and was a member of the working group for Montenegro’s accession to the World Trade Organization.

He held multiple terms as Chair of the State Aid Control Commission.

Since January 2018, he has been employed at the Chamber of Economy as Director of the Department for Legal and General Affairs.

In 2019, he assumed the role of Advisor to the President of the Chamber.

He speaks English.
