


{"id":4092,"date":"2022-01-01T11:17:38","date_gmt":"2022-01-01T11:17:38","guid":{"rendered":"https:\/\/komora.me\/uncategorized\/predsjednici-privredne-komore-crne-gore"},"modified":"2025-07-18T08:19:56","modified_gmt":"2025-07-18T08:19:56","slug":"predsjednici-privredne-komore-crne-gore","status":"publish","type":"post","link":"https:\/\/komora.me\/en\/cem\/predsjednici-privredne-komore-crne-gore","title":{"rendered":"Presidents of the CEM"},"content":{"rendered":"<p data-start=\"48\" data-end=\"290\">The headquarters of the Chamber of Economy of Montenegro, originally established in 1928 under the name <em data-start=\"160\" data-end=\"198\">Trade, Industrial and Crafts Chamber<\/em>, is located at the corner of Novak Milo\u0161ev and Marko Miljanov Streets in Podgorica.<\/p>\n<p data-start=\"292\" data-end=\"476\">This building was formerly known as the Home of the Trade, Industrial and Crafts Chamber, the construction of which was decided by the Chamber\u2019s Presidency on October 8, 1936.<\/p>\n<p data-start=\"478\" data-end=\"669\">The land for the building was donated by Mi\u0107o Stijovi\u0107 (1886\u20131946), a prominent industrialist and entrepreneur, who served as the first president of the Chamber from 1928 to 1930.<\/p>\n<p data-start=\"671\" data-end=\"899\">According to historical records, the Presidency decided that the building would consist of a ground floor designated for business premises, and an upper floor for offices, which would include a large ceremonial hall.<\/p>\n<p data-start=\"901\" data-end=\"1048\">The building was designed by civil engineer Veli\u0161a Popovi\u0107 (1894\u20131974), also known for his work on the Podgorica Municipality Building.<\/p>\n<p data-start=\"1050\" data-end=\"1237\">The Chamber\u2019s home was completed, officially opened, and ceremonially consecrated in May 1939. The construction cost around 1,400,000 dinars of the then Kingdom of Yugoslavia.<\/p>\n<p data-start=\"1239\" data-end=\"1360\">Unlike most buildings in Podgorica at the time, the Chamber\u2019s building survived World War II bombings without damage.<\/p>\n<p data-start=\"1362\" data-end=\"1458\">In 1966, the building was expanded according to a design by architect Milan Popovi\u0107.<\/p>\n<p data-start=\"1460\" data-end=\"1651\">Even today, after decades of existence, this building continues to bring together entrepreneurs, serving as a hub for initiatives aimed at improving business conditions in Montenegro.<\/p>\n<p data-start=\"1655\" data-end=\"2038\"><em data-start=\"1655\" data-end=\"1968\">&#8220;The Chamber\u2019s building has lost none of its charm since the time it was built. Every detail reflects flawless design solutions across entirely different, yet harmonized levels. In an unexpected but functional sequence, window openings and a large corner balcony have been treated with architectural precision.&#8221;<\/em><br data-start=\"1968\" data-end=\"1971\" \/>\u2014 <em data-start=\"1973\" data-end=\"1981\">Pogled<\/em>, Journal of the Chamber of Engineers of Montenegro, 2012<\/p>\n<hr data-start=\"2040\" data-end=\"2043\" \/>\n<h4>PRESIDENTS TO DATE<\/h4>\n<h4><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2830\" src=\"https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/mico-stijovic.jpg\" alt=\"\" width=\"630\" height=\"703\" srcset=\"https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/mico-stijovic.jpg 630w, https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/mico-stijovic-269x300.jpg 269w, https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/mico-stijovic-400x446.jpg 400w, https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/mico-stijovic-538x600.jpg 538w\" sizes=\"auto, (max-width: 630px) 100vw, 630px\" \/><\/h4>\n<h4><strong>Mi\u0107o Stijovi\u0107<\/strong><\/h4>\n<p data-start=\"69\" data-end=\"205\">Mi\u0107o Stijovi\u0107 was the first president of the Trade, Industrial and Crafts Chamber in Podgorica, serving from 1928 to 1930.<\/p>\n<p data-start=\"207\" data-end=\"561\">He was born in 1886 in Podgorica and completed his education at the Commercial School in Shkod\u00ebr. He fought in the Balkan Wars and the First World War. During the Kingdom of Yugoslavia, Stijovi\u0107 was a well-known industrialist and entrepreneur, who gained a competitive edge by promoting innovation at all levels of production.<\/p>\n<p data-start=\"563\" data-end=\"860\">He owned a sawmill in Bijeli Potok near Kola\u0161in, forest complexes in Ostrova\u010dka and Biogradska Gora, a lumber store, and the first cinema in Podgorica. Stijovi\u0107 donated the land on which the Chamber\u2019s current building was constructed\u2014where the institution still operates today.<\/p>\n<p data-start=\"862\" data-end=\"1420\">During his two-year term, the Chamber submitted numerous petitions to authorities, seeking improvements in the economic environment. It advocated for the removal of excise taxes on gasoline in Montenegro and customs duties on car tires, the opening of a customs office in Podgorica, improvements to the rail fleet on the Podgorica\u2013Plavnica line, and the installation of a coal depot on that route. It also lobbied for expanding the road network in Montenegro and demanded improvements in postal and telecommunication services.<\/p>\n<p data-start=\"1422\" data-end=\"1653\">The Chamber called for action against street vending of shop goods, provided feedback on proposed laws concerning unfair competition and surcharges to fund chambers, and participated actively in shaping legislation.<\/p>\n<p data-start=\"1655\" data-end=\"2049\">During this period, the Chamber founded trade associations in Podgorica, Cetinje, Rijeka Crnojevi\u0107a, Virpazar, Bar, Ulcinj, Kola\u0161in, Andrijevica, Danilovgrad, and Nik\u0161i\u0107. It issued numerous permits and certificates, including those for managing trade, industrial and craft businesses, certificates of origin, bidding qualifications, and customs exemptions for machinery.<\/p>\n<p data-start=\"2051\" data-end=\"2089\">Mi\u0107o Stijovi\u0107 passed away in 1946.<\/p>\n<blockquote data-start=\"2091\" data-end=\"2413\">\n<p data-start=\"2093\" data-end=\"2413\"><em data-start=\"2093\" data-end=\"2360\">&#8220;Mi\u0107o Stijovi\u0107 insisted on professionalism and business ethics. Everything was precise with him; there were no deviations from what had been agreed. He was a respected merchant, known for his exceptional business acumen and the ability to develop commercial activities across Montenegro. He organized and coordinated the export of livestock, leather, tobacco, and other goods beyond the country\u2019s borders.<\/p>\n<p data-start=\"555\" data-end=\"748\">His business success was accompanied by a strong sense of social responsibility\u2014he was known to frequently help the poor and those in need, particularly during times of widespread hardship.<\/p>\n<p data-start=\"750\" data-end=\"1020\">\u0160\u0107epovi\u0107 served as Mayor of Podgorica for 14 years, across two terms. During his leadership, the city acquired an electric power plant, a municipal bathhouse, and a town hall. He also served as a councillor of the Zeta Banovina beginning in 1930.<\/p>\n<p data-start=\"1022\" data-end=\"1541\">During his presidency at the Chamber, the institution advocated for a shift in the Kingdom of Yugoslavia\u2019s economic policy toward Montenegro to improve living standards and alleviate the region\u2019s economic struggles. One of the Chamber\u2019s main strategic goals was transportation development\u2014in particular, the construction of the Adriatic Railway to connect with the Montenegrin coast, and roads linking Montenegro to Serbia and Bosnia. The first bus lines were established during this period as well.<\/p>\n<p data-start=\"1543\" data-end=\"1576\">\u0160\u0107epovi\u0107 passed away in 1944.<\/p>\n<blockquote data-start=\"1578\" data-end=\"1898\">\n<p data-start=\"1580\" data-end=\"1898\"><em data-start=\"1580\" data-end=\"1872\">\u201cWe must, first and foremost, think about our own fate and take all justified steps so that, among the many measures for improving overall conditions, special attention is finally paid to our region. That is why we must unite all positive forces and, if possible, create a powerful factor.\u201d<\/em><br data-start=\"1872\" data-end=\"1875\" \/>\u2014 <em data-start=\"1877\" data-end=\"1898\">Ne\u0161o \u0160\u0107epovi\u0107, 1940<\/em><\/p>\n<\/blockquote>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2843\" src=\"https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/nikola-djakonovic.jpg\" alt=\"\" width=\"435\" height=\"632\" srcset=\"https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/nikola-djakonovic.jpg 435w, https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/nikola-djakonovic-206x300.jpg 206w, https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/nikola-djakonovic-400x581.jpg 400w, https:\/\/komora.me\/wp-content\/uploads\/2022\/01\/nikola-djakonovic-413x600.jpg 413w\" sizes=\"auto, (max-width: 435px) 100vw, 435px\" \/><\/p>\n<h4>Nikola \u0110akonovi\u0107<\/h4>\n<p data-start=\"74\" data-end=\"162\">President of the Chamber of Economy of Montenegro (1962\u20131963)<\/p>\n<p data-start=\"164\" data-end=\"463\">Born in 1911 in Ulcinj, Nikola \u0110akonovi\u0107 graduated from the Faculty of Law before the outbreak of the Second World War. He became a member of the Communist Party of Yugoslavia in 1937. During the war, he served in various leadership roles within the National Liberation Army (NLA).<\/p>\n<p data-start=\"465\" data-end=\"1076\">From 1944 to 1948, \u0110akonovi\u0107 held key positions within the State Security Administration. He went on to serve as minister, state secretary, member and deputy president of the Executive Council of Montenegro, and as President of the Supreme Court of Montenegro. He was also a representative in the Federal People\u2019s Assembly and the People\u2019s Assembly of the People\u2019s Republic of Montenegro, as well as a member of the Central Committee of the League of Communists of Montenegro and of the Audit Commission of the Central Committee of the League of Communists of Yugoslavia.<\/p>\n<p data-start=\"1078\" data-end=\"1534\">During his presidency of the Chamber of Economy of Montenegro, the institution focused on identifying and addressing key economic challenges: underdevelopment of agriculture, low capital accumulation, increased losses in business organizations, delays in investment projects, and poor transportation infrastructure. In the tourism sector, the Chamber advocated for government action against illegal hospitality operations.<\/p>\n<p data-start=\"1536\" data-end=\"1711\">\u0110akonovi\u0107 especially emphasized the importance of integrating business organizations beyond local boundaries, aiming to increase their competitiveness and performance.<\/p>\n<p data-start=\"1713\" data-end=\"1740\">He passed away in 1968.<\/p>\n<hr data-start=\"1742\" data-end=\"1746\" \/>\n<blockquote><p>&#8220;Practice shows that we are oriented towards the integration of enterprises within individual municipalities, while the economy does not tolerate the boundaries of either municipalities or the Republic. He graduated from the Faculty of Philosophy in Belgrade in 1939. He participated in the National Liberation War (NOB) from 1941. He was a councilor of ZAVNO Montenegro, Boka, and CASNO. Among other roles, he served as secretary of the District People&#8217;s Committee, director of the Office for Statistics of Montenegro, vice president of the Planning Commission of Montenegro, director of the Main Directorate for Planning, director of the Institute for Economic Planning, deputy director of the Aluminum Combine in Titograd (Podgorica). He was awarded several high honors.<\/p>\n<p data-start=\"759\" data-end=\"1143\">During Du\u0161an \u0110urovi\u0107\u2019s tenure, the Chamber of Commerce of Montenegro advocated, among other things, for the modernization of enterprises, development of standardization and typification aimed at rationalizing production, directing the integration of economic organizations to facilitate faster and easier task completion, and preventing monopolistic tendencies during these processes.<\/p>\n<p data-start=\"1145\" data-end=\"1168\">He passed away in 1997.<\/p>\n<blockquote>\n<p data-start=\"1170\" data-end=\"1614\">\u201cA large number of strictly specialized producers becomes a condition without which it is impossible to achieve maximum productive economic effects. He graduated from the Maritime Trade Academy. He was secretary of the Municipal Committee of the Communist Party of Yugoslavia in Kotor. He worked in the Economic Council of the FNRJ (Federal People\u2019s Republic of Yugoslavia) and the Federal Planning Commission. He served as assistant minister for industry in the Government of Montenegro, director of the General Construction Company &#8220;Titograd,&#8221; vice president of the Municipal Assembly, secretary of the Secretariat for Commodity Trade and General Economic Affairs of the Executive Council of Montenegro, republican secretary for finance, and president of the Republican Council of the Yugoslav Trade Union Association for Montenegro.<\/p>\n<p data-start=\"823\" data-end=\"1275\">During Jovanovi\u0107\u2019s tenure as president, the Chamber of Commerce of Montenegro pointed out and advocated for resolving problems related to the liquidity of the economy, difficulties in supplying industry with raw materials and equipment, declining turnover and export of industrial products, and uneven production trends in different sectors. President Jovanovi\u0107 emphasized the necessity of modernizing and improving processes in economic organizations.<\/p>\n<p data-start=\"1277\" data-end=\"1477\">His contemporaries say that trust, respect, and dedication were the fundamental principles guiding him in both personal and professional life. His motto was: &#8220;Talk more with people and preserve them.&#8221;<\/p>\n<p data-start=\"1479\" data-end=\"1495\">He died in 1990.<\/p>\n<blockquote>\n<p data-start=\"1497\" data-end=\"1739\">&#8220;It is necessary to count on raising the economy to a higher organizational and technological level. He graduated from the Faculty of Economics in Belgrade in 1951. He spent most of his career working in the Economic Council of the Government of the Federative People\u2019s Republic of Yugoslavia, where he was a group leader. He was a recipient of the Partisan Memorial 1941 and several other decorations.<\/p>\n<p data-start=\"485\" data-end=\"1120\">During Vukovi\u0107\u2019s tenure as president of the Chamber of Commerce of Montenegro, constitutional reforms of the Socialist Federal Republic of Yugoslavia were underway, which gave republics the main role in economic development. From 1967, funds from state sources were transferred to banks instead of economic organizations. This led to a rapid rise in the economic power of banks, wholesale trade, and foreign trade organizations, where most of the social capital became concentrated. The gross social product grew at a rate of 7.5% during this period, thanks to foreign loans, but losses in economic organizations were also significant.<\/p>\n<p data-start=\"1122\" data-end=\"1138\">He died in 1986.<\/p>\n<blockquote>\n<p data-start=\"1140\" data-end=\"1396\">\u201cWe must reorient towards high-value production with more labor, skill, and technology, and less raw materials. He holds a degree in agronomy engineering and a doctorate in agricultural sciences. He served as technical and general director of the &#8220;Trebjesa&#8221; Brewery in Nik\u0161i\u0107, the republican secretary for agriculture and forestry, and the general director of the Agro-combine &#8220;13. July&#8221; in Titograd (Podgorica), where he contributed to the financial consolidation of the company and its operation on entrepreneurial and market principles, as well as the creation of conditions to develop the \u0106emovska wasteland. He was the vice president of the Chamber of Commerce of Yugoslavia, a member of the Central Committee of the League of Communists of Montenegro, as well as a member of the Presidency of the League of Communists of Yugoslavia. He published numerous professional and scientific papers. He was a recipient of the Liberation Award of Titograd. The Chamber of Commerce of Montenegro awarded him a lifetime achievement recognition in May 2008 as a retiree.<\/p>\n<p data-start=\"1125\" data-end=\"1456\">The economic circumstances during Stanojevi\u0107\u2019s term as Chamber president were characterized by GDP growth due to increased investments, production volume growth, and public consumption, but also by lagging development compared to other republics of SFRY, along with rising unemployment and an excess of employees in administration.<\/p>\n<blockquote>\n<p data-start=\"1458\" data-end=\"1863\"><em data-start=\"1458\" data-end=\"1863\">&#8220;The Chamber of Commerce, as a professional organization, plays a significant role in establishing a long-term development concept that emerges as a result of the agreement of all subjects of associated labor and socio-political communities.
